A. Objective

Improving access for children aged 0-6 years to quality and sustainable Holistic Integrated Early Childhood Development (PAUD HI) services in 13 villages (28 PAUD and 50 Posyandu).

B. Indicator

The impact of this program can be measured through following outcomes and outputs:

1.PAUD tutors, Posyandu cadres, and BKB cadres in 13 villages practice the skills needed in PAUD HI program with the assistance of village midwives in 2021.

  • Increased knowledge of PAUD tutors, Posyandu cadres, BKB cadres, and village midwives in 13 villages about PAUD HI approaches.
  • Increased knowledge of PAUD tutors in 13 villages about the 2013 curriculum.
  • Increased knowledge and skills of PAUD tutors, Posyandu cadres, BKB cadres, and midwives in 13 villages regarding responsive parenting.

2. The local government or related agencies in Southwest Sumba provide related policies, budget allocation, and technical assistance for the improvement of PAUD HI services.

  • Increased knowledge and facilitation skills of Dinas Pendidikan staffs, Supervisors, Dinas Kesehatan, and DP3AP2KB in Southwest Sumba regarding the PAUD HI program.
  • Increased knowledge and facilitation skills of Dinas Pendidikan staffs, Supervisors, Dinas Kesehatan, and DP3AP2KB in Southwest Sumba in using PAUD HI monitoring tools.
  • Increased Bappeda’s support to facilitate PAUD HI forum.

3. Increased the function of the PAUD HI Forum at all levels (village, sub-district and district) in Southwest Sumba.

  • The establishment of district-level PAUD HI forum in Southwest Sumba.
  • The establishment of Action Plan by PAUD HI forum in Southwest Sumba.
  • Increased knowledge and skills of district-level PAUD HI forum members in Southwest Sumba regarding advocacy and networking.
  • The formation of PAUD HI forum at the sub-district and village levels in 3 sub-districts and 13 villages facilitated by district-level PAUD HI forum.

C. Background

There are five essential early childhood services that are the focus of developing the PAUD HI program: education services, health services, nutrition and care, parenting services, protection services, and welfare services. This program improved the quality of essential services for early childhood through strengthening service units in 13 villages such as Posyandu, PAUD institutions, as well as Toddler Family Development (BKB) groups. The development of the PAUD HI Program can take a one-stop model where all essential services can be accessed in one place, or it can be carried out not under one roof, namely five essential services are provided in two or more places but in one village that children can reach.

The Revitalizing Holistic Integrated Early Childhood Development In Southwest Sumba program uses two main schemes. The first scheme is to improve the quality of institutions providing essential services for early childhood through strengthening the capacity of PAUD tutors, Posyandu Cadres, and Village Midwives. The process of strengthening this capacity is carried out through a series of technical training in stages, followed by regular mentoring and post-training monitoring. The second scheme is strengthening the supporting ecosystem for the development of PAUD HI by forming a Gugus Tugas PAUD HI at the district, sub-district and village levels consisting of all stakeholders in the field of PAUD HI. The Gugus Tugas PAUD HI plays a role of being a forum for coordination, resource mobilization, advocacy, capacity building, including promotion. Through two approaches (strengthening the quality of service provider institutions, as well as cross-sector collaboration as an ecosystem supporting the implementation of PAUD HI), it will be able to increase access to quality and sustainable PAUD HI services.
